Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the introduction of a new 28-point plan for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, diplomatic battles are conducted: positive announcements are issued from different nations. Immense energy is devoted on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "settlement".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from across the border, a capacity enabled by current data. From observation points, defense planes that had been scrambled to counter approaching aerial threats flew past – modern combat jets provided to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems engaged: several firings targeted at a hostile projectile. This was a modern interception technology at work, presumably delivered by Western nations. Every firing creates sudden vibrations, causing tremors. The instant of fear quickly transforms into sober acceptance: perhaps the approaching threat won't hit its mark this time, protecting urban areas from catastrophe and further power outages.
Continuous Dangers
Following this, a automatic firearm fired at a unmanned aircraft close by, part of a rapid response unit – probably imported technology. Sadly, the bullets missed the enemy aircraft – it pressed on overhead toward its target.
Intermittently, this carried on until dawn. Kyiv faced the early updates: seven people killed, devastation and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those 24 hours encapsulated Ukraine's critical military reliance on Western support – a dependence that European nations are demonstrably unable to substitute in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from American leadership provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new approach from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually win the battle. This trend will, undoubtedly, persist.
Political Considerations
It is convenient to criticize particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. US administration works based on a assumption familiar among international relations experts: you cannot secure via talks what you have lost on the battlefield. The US administration believes that it is unrealistic to pressure the Kremlin to abandon the territory that it presently holds in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through statements or actions, from assuming that the status quo will not shift further in its benefit in the near future.
Divergent Views
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing people and territory but averting a total frontline collapse until circumstances change in its benefit.
Current Realities
Factually, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: personal goals to negotiate peace and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their mission will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.
These two forces are guiding negotiations.
Assessment and Future
It took a only one week to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.
While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require sustained allied backing.
