The financier acquired a more modest island - Little St James - back in the late 1990s, but subsequently obtained the larger Great St James in the year 2016 for approximately $22.5 million.
This visual evidence reveal he had drawn up ambitious plans to develop the substantial island by erecting homes, an performance venue, an office beneath the waves and a reservoir.
You can see the blueprint is Pillsbury Sound, a marine passage in the territory, indicated on the south-eastern section.
The architectural drawing is annotated in red pen markings and contains a notes section labelling various sections of the property.
